At the 39th Special Session of the United Nations Human Rights Council, held on Friday, 23 January 2026 in Geneva, Switzerland, the grave human rights situation in Iran under the Iranian regime was examined, as the international community once again expressed deep concern over the violent suppression of recent protests and the systematic violation of the fundamental rights of the Iranian people.
The session, attended by senior United Nations officials, State representatives, Special Rapporteurs, and members of civil society, focused primarily on the crackdown on nationwide protests that began in late December 2025, the mass killing of protesters and the reported deaths of thousands, as well as arbitrary arrests, torture, and widespread violations of fundamental freedoms.

At the opening of the session, Volker Türk, UN High Commissioner for Human Rights, strongly condemned the violent actions taken against peaceful protesters and called for an immediate end to the repression.
Mai Sato, the UN Special Rapporteur on the situation of human rights in Iran, delivered critical insights into the human and quantitative consequences of the protests and stressed the importance of independent and thorough human rights investigations.
Representatives of civil society and human rights organizations emphasized the urgent need to preserve evidence and address possible crimes against humanity, urging Council member States to adopt a firmer and more decisive response to the serious human rights violations committed by the Iranian regime.
Adoption of the Resolution and International Measures
Following a formal vote, the Human Rights Council adopted a resolution by a clear majority, strongly condemning the violence carried out by the Iranian regime, including the killing of protesters, mass arrests, and violations of freedom of expression and peaceful assembly, and calling for full compliance with international human rights obligations.
The resolution also reinforces and extends the mandate of an independent international investigative mechanism to collect evidence and report on recent violations, with a view to future legal accountability.
